With regard to those parts of the roads in Syunik considered
“Azerbaijani” as a result of approaches used thus far, it is unclear which
country will have jurisdiction in the event of disputes.
Specific
accepted rules are needed in order to determine which country’s authorities
(Armenian or Azerbaijani) will conduct the investigation and in what procedure,
with specific records of where these rules apply.
For
example, if on the “Azerbaijani” sections of the roads from Goris to Vorotan or
from Kapan to Chakaten, there is a car accident between Armenian cars or
Armenian and Azerbaijani cars or a crime against our compatriots or some other
incident, then what rights and responsibilities arise for the parties? Which
country’s legislation will determine where exactly the legal proceedings will take
place?
These
issues require urgent clarification, settlement and public awareness.
It
should be taken into account that as the residents note and as our research
shows, the Azerbaijanis now consider it a provocation that an Armenian civilian
car passing through “their” territory can stop in that area even briefly or
even slow down.
