Before the adoption of draft normative
legal acts regarding human rights and freedoms, they are being sent to the
Human Rights Defender for submitting a written opinion to the competent
authority. The above-mentioned is implemented within the framework of the
Defender's function on improvement of normative legal acts related to human
rights and freedoms.
The Human Rights Defender, within
the framework of the constitutional mandate for the improvement of legal and
regulatory acts relating to rights and freedoms, develops and submits to the
competent authorities the proposals for making amendments and additions to
legal acts. The solutions presented in the drafts come from the results of the consideration
of the applications addressed to the Defender and from the monitoring visits.
