A citizen of the Republic of Armenia residing in the Russian
Federation applied for the Human Rights Defender’s assistance in receiving a
one-time benefit for the third childbirth.
The
citizen informed that their third child was born in the Russian Federation, and
the state registration of the birth was recorded by the competent authority of
the Russian Federation.
Within the prescribed time period, the applicant applied to
the State Social Security Service of the RA Ministry of Labor and Social
Affairs with a request to assign the one-time benefit for the third childbirth.
However, the applicant was rejected on the grounds that the document on the
non-receipt of the benefit in the Russian Federation was not submitted.
The citizen claimed that the Russian authorities refused to
provide her with the document on the non-receipt of the social benefit because
the child and its parents did not have a citizenship of the Russian Federation.
Within the framework of
the discussion procedure, the Defender sent an official letter to the Ministry
of Labor and Social Affairs. As a result, a request was sent to the competent
authority of the Russian Federation: the request sought for information on the
non-assignment of the one-time
social benefit for the childbirth. Based on the response, the citizen was
assigned with a social benefit envisaged for the third childbirth.
