The
Human Rights Defender’s Office conducts a 6-day training for personnel providing medical care and services in mental
healthcare area. These trainings derive from the RA Constitutional Law on the
Human Rights Defender and are aimed at enhancing the professional capacities of
medical staff in the field of mental health, as well as at the full
implementation of the Human Rights Defender’s recommendations.
The
training will be attended by the representatives of the subdivision conducting
an oversight of the field of psychiatric care and service of the RA Ministry of
Health, as well as by medical personnel of all psychiatric establishments of
Armenia, including regional (doctors, psychotherapists, psychologists,
paramedics and nurses), psychiatrists of the Prison Medical Center SNCO of the
RA Ministry of Justice and other representatives of the medical personnel of
the psychiatric ward of the Prison Hospital Penitentiary Institution.
In his
opening remarks, the Human Rights Defender Arman Tatoyan noted that human
rights protection process requires a comprehensive approach and those working
in penitentiary institutions and psychiatric establishments should have proper
social guarantees and protected work.
The
series of discussions, organized in the framework of the project
“Implementation of SPT recommendations to the National Preventive Mechanism of
Armenia, strengthening its capacities and assisting the State to fulfill the UN
CAT recommendations” will be delivered by the representatives and experts of
the National Preventive Mechanism of the Human Rights Defender's Office.
During
6-day training, systemic issues in the field of systemic issues with regard to
providing psychiatric hospital medical services, including use of restraint
measures, standards on patient examination, procedures on the inpatient
admission and discharge, informing and obtaining informed consent, compulsory
(in criminal and civil proceedings), organization
of screenings and other issues. Meanwhile, domestic and international standards
on the prevention of torture and inhuman or degrading treatment or punishment,
as well as the role and mandate of the Human Rights Defender as the National
Preventive Mechanism.
