The Human
Rights Defender welcomes such cooperation with the Police.
The Draft
Decision of the Government on Making Amendments to the Internal Regulations of
Detention Facilities Operating in the RA Police System was presented for the
opinion of the Human Rights Defender.
The
examination of the Draft shows that it fully reflects the recommendations of
the Human Rights Defender with regard to detention facilities raised in the
annual reports presented in the capacity of the National Preventive Mechanism,
as well as in the analytical reports on monitoring visits to the RA Police
units and detention facilities.
In
particular, the Human Rights Defender proposed:
· cells in detention facilities should be provided with dimmer
switches, which would enable to lower the brightness of light in cells, without
violating the right of people to rest and sleep;
· women in detention facilities should receive feminine hygiene
products for personal use;
· yard of the detention facilities should provide the opportunity
for outdoor exercises, equipped with a bench and a garbage can;
· medical examination of persons admitted to the detention
facilities and persons who are deprived of their liberty there should be
regulated by the legislation;
· it is necessary to remove the glass partitions in visiting rooms
of detention facilities, which will eliminate the obstacle of physical contact
between people deprived of liberty and their close relatives.
The Human
Rights Defender welcomes such cooperation with the Police aimed at implementing
the recommendations of the Defender as National Preventive Mechanism.
The
comments of the Office of Human Rights Defender on other provisions of the
Draft will be presented in the form of an opinion.
