The Department for
Prevention of Torture and Ill-Treatment of the Human Rights Defender’s Office
and the Experts of the National Preventive Mechanism drafted a detailed
analytical report on the issues recorded as a result of the monitoring visit to
the Gyumri Mental Health Center CJSC (hereinafter referred to as Center).
The report identifies
the following main issues:
ü
the
detention conditions are inadequate due to overcrowding, the necessity for
renovation, absence of wardrobes, issues with access to bathing, and lack of hygiene
products,
ü
the
environment is nor adapted for persons with mobility impairments,
ü
the
quality and quantity of food provided is inadequate
ü
the
right of persons with mental health issues to outdoor exercise is not properly
ensured,
ü
there
are issues with regard to the procedures for volunteer and compulsory
treatment,
ü
the
regulations on means of restraint are not complied with;
ü
there
is no universal approach, and there are no standards while examining persons
with mental health issues
ü
clear
mechanisms for the organization of narrowly specialized consultations are
necessary,
ü
it
is necessary to prepare a procedure for proper documentation of injuries in psychiatric organizations and a procedure
for reporting such issues to the law enforcement bodies
ü
the
necessity to define a list of paid services to avoid the unjustified
differentiation of types of paid services and tariffs in psychiatric
organizations, etc.
During the visit,
renovation works were being carried out in the Center, which is certainly
important. However, keeping persons with mental health issues in overcrowded
conditions is not acceptable.
The Human Rights Defender will present
the mentioned document along with recommendations for solutions of the raised
issues to the Ministries of Health and Territorial Administration and
Infrastructure, as well as to the Health and Labor Inspectorate, expressing readiness
to discuss the raised issues and to propose recommendations for their solution.
At the same time, the
Defender stressed the importance of improving the working conditions of the
Center’s employees from the perspective of the whole system of human rights
protection.
