The
Department for Prevention of Torture and Ill-Treatment of the Human Rights
Defender’s Office and the Experts of the National Preventive Mechanism prepared
an in-depth analysis on the issues recorded during the monitoring visit to
Artik penitentiary institution of the Ministry of Justice.
The following main issues
have been recorded.
ü
The
number of penitentiary officers and person deprived of liberty is
disproportionate.
ü
Detention
conditions are extremely insufficient, there are issues with access to bathing,
renovation and proper cleaning are
needed,
ü
The
toilets of the prison cells are not separated with walls from the living space
and do not have doors,
ü
There
are issues with regard to allocation of bedding to persons deprived of liberty
in quarantine units,
ü
There is
improper accommodation for persons deprived of liberty with mobility
impairments at the penitentiary institution.
ü
The
quality and quantity of food provided to persons deprived of liberty are not
properly ensured,
ü
There are issues pertaining to healthcare (for
instance, insufficient quantity and variety of required medicine, prescription
of expired medications, etc.),
ü
It is
necessary to increase communication incentives with the outside world for people
deprived of liberty,
ü
Periodic
and comprehensive re-socialization and reintegration activities are
lacking.
The
Human Rights Defender presented the mentioned document along with
recommendations for solutions of the issues to the RA Ministry of Justice and
the Penitentiary Service, expressing readiness to jointly discuss the issues
presented and assist in their solution.
At the
same time, the Defender stressed the importance of improving working conditions
of the penitentiary servicemen.
