For the
first time in the history of the Human Rights Defender’s Institution Arman
Tatoyan submitted to the CoE Committee of Ministersa communication on the execution
of the judgment of the European Court of Human Rights Muradyan v. Armenia
concerning the military servicemen rights protection.
The submission
has addressed a number of principal issues for the execution of the judgment,
such as issues of civilian oversight over the armed forces and the necessity to
strengthen discipline in the armed forces.
The
Defender issued concrete recommendations in this regard.
Such
submission by the Human Rights Defender to the CoE Committee of Ministers has
an important role in the protection of human rights in the armed forces.
The
Defender highly values the ongoing work with the Council of Europe Committee of
Ministers, Directorate General for Human Rights and Rule of Law, as well as
with the Council of Europe Office in Yerevan.
As a
reminder, on 3 September, upon the Human Rights Defender’s initiative and with
the Council of Europe’s support, discussions were launched with regard to the
execution of ECHR judgments against Armenia on the rights of military
servicemen, right to life and prohibition of torture. The Defender reiterated
that the participation of the National Human Rights Institution of Armenia in
the execution of the ECHR judgments is an international best practice, and the
Defender’s involvement in the process will be carried out in co-operation with
state and civil society partners.
