The
citizen applied to the Human Rights Defender, requesting assistance in
obtaining either a military booklet or a certificate confirming his son’s
military registration status, as well as support in the passport issuance
process.
In
particular, the applicant informed that during the 2025 winter conscription his
son was declared unfit for compulsory military service due to health
conditions. At the same time, it was reported that his son required urgent
surgical intervention abroad, supported by an appropriate medical indication.
According
to the applicant, his son had not yet been issued a military booklet, and the
territorial military commissariat had refused to provide a certificate
confirming his military registration status. As a consequence, he was unable to
obtain a passport and travel abroad to receive the necessary medical treatment.
The
matter was raised as a matter of urgency with the competent representatives of
the Ministry of Defence. As a result, the necessary measures were undertaken to
ensure a prompt resolution of the issue.
Through
the effective cooperation between the Human Rights Defender’s Office and the
Ministry of Defence, the required certificate was issued.
Subsequently,
the citizen informed that his son had been issued a passport and had received
the necessary medical treatment.
Matters
concerning the protection of the rights of individuals during the conscription
process, including the effective realization of the right to health, remain
under the close attention of the Human Rights Defender.
