On 29
January 2026, on the instructions of the Human Rights Defender of the Republic
of Armenia, Ms. Anahit Manasyan, the representatives of the Human Rights
Defender’s Office carried out a rapid response visit to the Yerevan Garrison
Hospital of the Ministry of Defense of the Republic of Armenia.
The
visit was conducted in response to a complaint received from a family member of
the serviceman concerning the serviceman’s health condition and the
organization of medical care.
During
the visit, the Defender’s representatives held meetings with the hospital’s
medical staff and management. Discussions addressed the progress of ongoing
medical examinations, the medical care being provided, as well as issues
related to comprehensive assessment procedures, including the consideration of
all health-related factors, and the determination of the serviceman’s further
fitness for military service.
A
private interview was also conducted with the serviceman, during which he
raised, inter alia, issues concerning the need for psychological counselling
and placement in a separate hospital room. Within the framework of the visit,
and as a result of coordinated cooperation with the Yerevan Garrison Military
Hospital, psychological counselling was arranged and provided to the
serviceman, and he was subsequently accommodated in a separate hospital room.
At
present, measures are being undertaken to address the remaining issues related
to the protection of the serviceman’s rights.
The
review of the complaint concerning the serviceman is currently ongoing at the
Human Rights Defender’s Office. The serviceman’s health condition and matters
related to the medical care provided remain under the Human Rights Defender’s
direct attention.
