In
response to inquiries submitted by our colleagues, we are publishing the
relevant excerpts from the Human Rights Defender’s report in which the Defender
addressed the cases related to Samvel Vardanyan and several other individuals,
and, using these examples, discussed the existing problems in Armenia
concerning the investigation of cases of ill-treatment and holding perpetrators
accountable. Although, from the perspective of the Human Rights Defender’s
Office and monitoring bodies, it is generally not encouraged to mention
individuals’ names when describing such cases in order to ensure various human
rights guarantees, in this particular case the details have already been
publicly presented many times, with the identification of the person.
The
relevant section of the Human Rights Defender’s report also presents several
other cases which, together with the aforementioned one, were selected by the
Human Rights Defender to demonstrate systemic problems related to the field.
These cases are described within the framework of the 2024 Annual Report on the
activities of the Human Rights Defender as the National Preventive Mechanism (the
aforementioned case is described on pages 346–347 of Chapter 10):
