On
October 21, the Human Rights Defender of Armenia, Anahit Manasyan, accompanied
by representatives of her staff, conducted a working visit to the Shirak
region.
As
part of the visit, the Detention Facility of the Mush Police Division of the
Ministry of Internal Affairs was visited, with the purpose of meeting with the
individuals who were detained in Gyumri on October 20. The grounds for their
apprehension and the state of protection of their rights were examined. Private
conversations were held with the persons deprived of liberty; the content of
those discussions is confidential and not subject to publication.
During
the working visit, Anahit Manasyan also met with the Governor of Shirak, Davit
Arushanyan. The parties discussed issues related to the protection of human
rights in the region.
The
Defender Anahit Manasyan stressed the importance of proper cooperation among
all institutions, emphasizing that through joint efforts it is necessary to
continuously improve the systems that have a direct impact on human rights
protection.
Within
the framework of the visit, the Defender also travelled to the communities of
Amasia and Ashotsk. In Amasia, she held a meeting with the Head of the
Community, Jemma Harutyunyan. The parties discussed existing local-level issues
and possible solutions.
In
Amasia, the Defender visited a kindergarten, a sports and cultural center, and
a library, where she familiarized herself on site with their conditions and
activities.
Anahit
Manasyan held meetings with residents of Amasia and Ashotsk, including persons
forcibly displaced from Nagorno-Karabakh. During the discussions, various
community and social issues were raised, including matters related to
education, employment, public transportation, road construction, and the
accessibility of state and community services.
Particular
emphasis was placed on the problem of access to passport services in Amasia, as
well as separate road construction issues in Ashotsk.
“The
protection of the rights of regional residents is one of the key priorities of
my work. During visits to different communities, a wide range of issues are
recorded, and their resolution requires effective cooperation with state and
local self-government bodies. Ensuring a proper system for the protection of
every citizen’s rights is a vital condition for building a just and respectful
society,” stated Anahit Manasyan.
The
Human Rights Defender’s working visits to the regions of Armenia are ongoing
and aim to examine the human rights situation on the ground, identify existing
issues, and promote their effective resolution.
The
findings of the visit will be summarized, and appropriate measures will be
taken within the Defender’s mandate in response to the identified problems.
