On the instructions of the Human Rights Defender of the
Republic of Armenia, on August 1, representatives of the Human Rights Defender
conducted a rapid response visit to the “Armavir” Penitentiary Institution of
the Ministry of Justice of the Republic of Armenia.
The purpose was to visit the detained person Mr. Stepan
Samvelyan, whose health condition had been published in mass media and social
media networks, as well as alarm calls had been submitted to the Defender. The
details of the visit are confidential and are not subject to publication.
The state of ensuring the rights of the individual
(including health care), detention conditions and other relevant issues were
examined. On the instruction of the Human Rights Defender, necessary steps have
been taken and are being taken to ensure the proper medical care and service
for a person deprived of liberty.
The results of the visit are being summarized and
appropriate measures are being taken within the scope of the Defender's
jurisdiction in connection with the problems recorded.
