On
the instructions of the Human Rights Defender of the Republic of Armenia, the
representatives of the Human Rights Defender conducted an unannounced visit to
the “Armavir” Penitentiary Institution of the Ministry of Justice of the Republic
of Armenia on July 28.
Private
interviews were held with persons deprived of their liberty, including Mr.
Aghvan Arshakyan, who was detained as a result of recent events.
The
state of their rights (including health care), detention conditions and other
related issues were examined. The details of the visit are confidential and are
not subject to publication.
The
results of the unannounced visit will be summarized and within the scope of the
Human Rights Defender’s mandate, appropriate measures will be taken regarding
the identified problems.
The
Human Rights Defender Ms. Anahit Manasyan specifically emphasizes that the
state bears responsibility for ensuring the rights of persons deprived of their
liberty or otherwise under its jurisdiction.
Issues
of ensuring the rights of persons deprived of their liberty are constantly
under the direct attention of the Human Rights Defender.
