In 2025, the report of the European Network of National Human
Rights Institutions (ENNHRI) on the state of the rule of law in Europe has been
published.
The report outlines current trends and challenges to the rule of
law, provides a detailed overview of both the state of the rule of law at the
European level and the situation in the Member States, presenting
recommendations for improving practice aimed at ensuring the rule of law.
The report, in particular, addresses the ongoing challenges
affecting the rule of law and the human rights environment faced by the member
institutions of the European network.
Referring to the Human Rights Defender’s Office of the Republic
of Armenia, the report emphasizes the activities carried out by the Human
Rights Defender of Armenia in the areas of protection of women human rights
defenders, media freedom, pluralism, safety of journalists, freedom of
assembly, use of disproportionate force, exclusion of hate speech and a number
of other areas, as well as highlights the challenges that the Defender and her
staff faced during the implementation of the above-mentioned activities.
Thus, the section of the report entitled “Ensuring a conducive
and safe environment for the activities of national human rights institutions”
singled out those human rights institutions that have been subjected to
attacks, hate speech or intimidation. Online attacks and hate speech against
national human rights institutions have been recorded in the case of human
rights institutions in Armenia, Bosnia and Herzegovina, Croatia, Luxembourg and
Slovakia, while human rights institutions in Croatia, Montenegro and Poland
have received written threats.
