The
Human Rights Defender of the Republic of Armenia Ms. Anahit Manasyan presented
the 2024 Annual Report on the Activities of the Human Rights Defender of the
Republic of Armenia, the State of Protection of Human Rights and Freedoms and
the 2024 Annual Report of the Defender as a National Preventive Mechanism in
the National Assembly.
Ms.
Anahit Manasyan noted that the two documents cover various human rights issues
related to almost all spheres of the Republic. In her speech, the Defender
referred to the issues that are of a systemic nature.
“During
the preparation of the annual report, we tried to demonstrate innovative
approaches: we developed mechanisms to obtain quantitative data in the form of
percentages of the implementation of our recommendations. The goal was one - to
understand how many of our recommendations have been implemented by state
bodies. These mechanisms have already been applied within the framework of the
National Preventive Mechanism report: in particular, from the perspective of
that report, last year, 12 percent of the recommendations can be considered
fully implemented, 40 percent were not implemented, and 48 percent are
considered partially implemented,” the Defender said.
Overall,
in 2024, the number of cases that received a positive resolution totaled 1,620.
The annual report revealed new problems, many of which related to the
socio-economic sphere.
“In
particular, along with the traditionally presented problems of police violence,
general socio-economic, equality and other issues, we have presented, for
example issues related to demolition works carried out in an apparently
unlawful manner, failure to provide compensation for apartment rents of
convicts who are being released from prison and have no place to live, and
public noise,” noted Ms. Anahit Manasyan.
Within
the framework of the annual report, a great deal of attention has been paid to
the field of equality and anti-discrimination, since 2024. From this
perspective, a new group has been added, related to the rights of the elder
people.
The
Human Rights Defender specifically referred to the issues related to the
protection of the rights of children, women, national minorities, persons with
disabilities, and cases of obstruction of the professional activities of
journalists, which were under her direct attention during 2024. “This year, we
have talked about the use of disproportionate force and special means by the
police, freedom of assembly, protection of human rights in the armed forces,
protection of the rights of persons deprived of their liberty, investigation of
cases of torture and other forms of ill-treatment, public noise, the rights of
the elder people, failure to provide compensation for apartment rents of
convicts who are being released from prison and have no place to live, the
implementation of demolition works in an apparently unlawful manner, and other
problems,” the Defender emphasized.
During
her speech and Q&A session, Ms. Anahit Manasyan referred to the numerous
problems recorded in the field of human rights protection, especially
emphasizing the readiness and importance of proper cooperation with the
competent authorities in implementing the recommendations submitted for their
resolution.
The
annual report of the Defender summarized the results of the activities of the
Human Rights Defender’s Office of the Republic of Armenia during the previous
year, the analysis of existing problems, as well as the Defender's
recommendations for overcoming them.
