On
April 14, the Human Rights Defender of the Republic of Armenia, Ms. Anahit
Manasyan, participated in a meeting with the United Nations Committee against
Torture (CAT) in Geneva.
Ms.
Anahit Manasyan was accompanied by the Secretary General of the Human Rights
Defender’s Office of the Republic of Armenia, Ms. Nina Pirumyan.
The
Defender referred to the activities carried out by the Human Rights Defender’s
Office to prevent torture and other forms of ill-treatment, and to the problems
existing in the field in the Republic of Armenia.
It
should be noted that the Defender has submitted an alternative report
(https://shorturl.at/UDNvg) on the implementation of the UN Convention against
Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment by the
State, which covers the period 2020-2024, including both positive developments
in the field and existing challenges.
The
report presents an independent assessment of the Human Rights Defender as a
national preventive mechanism, based on monitoring, documentation and analysis
of its results. It addresses key issues, including the effectiveness of
preventive measures, the practice of detention, conditions of deprivation of
liberty, problems in psychiatric and care institutions, access to justice,
problems in the field of domestic violence, prevention of ill-treatment and
other issues related to the prohibition of torture.
The
Human Rights Defender emphasizes the importance of continued efforts to
strengthen domestic guarantees against torture and reaffirms the institution's
commitment to ensuring respect for human dignity and the absolute prohibition
of torture in Armenia.
