On
March 13, a training course was held to enhance the efficiency of the
compilation process of the Human Rights Defender’s annual reports, focusing on
strengthening the capacities of the Human Rights Defender’s staff.
Within
the framework of the training, the Council of Europe (CoE) national expert,
Andrey Astvatsatryan, presented the visual aspect of compiling annual reports
addressing the structure of reports, the methodology for presenting them in an
accessible and comprehensible format, and best international practices for
their visual presentation.
Marek
Nowicki, an international expert from the CoE, also joined the discussion
online, in his speech addressing international standards in the field of human
rights protection and their applicability in the process of preparing reports.
In
particular, the transparency of data presentation, strengthening legal
justifications, as well as directions for improving the methodology for
compiling reports were discussed.
During
the training, the main results of the expert review of the 2023 annual report,
the identified issues and the proposed reforms to address them were analyzed.
The
development of the capacities of the Human Rights Defender's staff, as well as
the improvement of the methodology for compiling reports, is a key component of
the Defender's institutional strengthening strategy and will be ongoing,
ensuring the most effective implementation of the Human Rights Defender's
mandate.

training course was organized by the Council of Europe’s Co-operation
Programmes Division under the project “Strengthening Human Rights Protection
Guarantees for Displaced Persons in Armenia”.
