On January 17, as part of the winter conscription, the
Human Rights Defender, Anahit Manasyan, accompanied by representatives of Human
Rights Defender’s Office, visited the Republican Recruitment Center of the
Ministry of Defense of the Republic of Armenia.
The purpose of the regular visit was to observe the
process of conscription on site, identify potential issues, communicate with
the staff, and become familiar with the work of conscription commissions.
The Defender, accompanied by the Head of the General
Department of Organization and Mobilization of the Armed Forces, Major General
Smbat Grigoryan, and other responsible officials, toured the Recruitment
Center. She was briefed on the conditions of conscription, the process of
registering and admitting conscripts, as well as issues related to the lottery
system for determining military service locations.
The Defender paid special attention to the health
conditions of the conscripts and the medical examination procedures. She
discussed with the medical commission issues related to the medical examination
process and methods, as well as mechanisms for addressing individual problems.
Anahit Manasyan wished the conscripts a peaceful and safe
service, emphasizing that their rights remain under her direct supervision.
The Defender considers it important to highlight the
positive changes recorded in the conscription process at the Central
Recruitment Office. For instance, the cafeteria has been renovated, conscripts
are provided with food, and before departing for their service locations, they
receive their full military uniforms. Their knowledge is assessed through an
automated electronic system, and procedures have been established for service
assignments and retraining in training units before their deployment to main
military units, etc.
Issues related to conscripts' health, medical
examinations, and overall guarantees of their rights during the conscription
process, which are identified during regular visits or through written and
verbal complaints received by the Defender’s Office, are subject to daily
review and discussion with the competent authorities in various formats.
