The
Human Rights Defender has published an ad report on the topic “The Issues
related to the use of physical force, special means, and weapons in the
Penitentiary Institutions of the Ministry of Justice of the Republic of Armenia
and in the places of arrest of the Police of the Ministry of Internal Affairs
of Armenia”.
The
Defender emphasizes that there are numerous problems in that sphere. In
particular, there is a need to improve the legal acts regulating the field and
bring them into line with international standards, as well as improve law
enforcement practice.
In
the context of preventing torture and ill-treatment, the Defender highlights
the need to develop effective mechanisms for proper oversight of the legality
of the use of physical force, special means, and weapons, as well as to ensure
thorough investigations of cases of unlawful use of special means of influence
against persons deprived of liberty.
