Discussion 3: The third and final panel discussion on the first day of the
conference dedicated to the 20th anniversary of the Human Rights Defender's
Office was held on the topic: "The Role of Ombuds institutions / NHRIs in
managing crisis situations: Addressing the needs of displaced persons, refugees
and migrants."
Speakers
included the Mr. Ceslav Panico, People’s Advocate of Moldova, Andranik
Yeghoyan, Head of Unit for the Protection of the Rights of Servicemen and their
Family Members of the Human Rights Defender’s Office, Saša Jankovic, Council of
Europe expert and Head of the Legal Department of the UN Refugee Agency (UNHCR)
Representation, Anna Koptsiukh.
The
discussion was moderated by Tamara Barbakadze, Project Manager, “Strengthening
Human Rights Safeguards for the Displaced Population in Armenia”, Council of
Europe Office in Yerevan.
This
event is organised by the HRDO of Armenia in cooperation with the Council of
Europe, it is implemented by the CoE’s Division of Cooperation Programmes under
the project “Strengthening human rights safeguards for the displaced population
in Armenia” and by the European Union and Council of Europe joint programme
“Partnership for Good Governance”, co-funded by the European Union and the
Council of Europe, and implemented by the Council of Europe, in the framework
of the project “Promoting equality and non-discrimination in Armenia”.
