Numerous
complaints continue to be submitted to the Defender regarding the
inconveniences and rights violations faced by citizens due to large-scale
construction works in various settlements of the Republic of Armenia,
particularly in the capital.
In
particular, citizens express their dissatisfaction with the loud noise, dust,
safety issues caused by construction and demolition works, as well as the
violation of their rights due to construction activities being carried out on
non-working days and weekends.
Even
more concerning is that some complaints highlight the disruption of normal
school activities in neighboring institutions due to these construction works.
The Defender emphasizes that the proper exercise of the right to education is a
fundamental right of the child guaranteed by the Constitution, and public
educational institutions serve as one of the primary and most important means
of ensuring this right.
The
Defender emphasizes that, in recognizing every child's right to education, the
state's efforts should focus on ensuring the proper implementation of
educational opportunities for all children.
The
Defender states that in the entire discussed field, the state has either not
developed appropriate toolsets or has not applied them with the necessary and
sufficient methodology, resulting in violations of various rights of citizens.
Based
on the aforementioned points, it is essential to take urgent steps to address
the identified issues.
