The
activities of the Human Rights Defender's Office of Armenia was presented at
the international conference entitled "Human Rights Protection Mechanisms
and the Role of National Human Rights Institutions in the European Union and
Beyond" held in Moldova.

September 19-20 Nina Pirumyan, Secretary General of the Office of the Human
Rights Defender, and Anzhelika Movsesova, Adviser to the Defender, participated
at the international conference entitled "Human Rights Protection
Mechanisms and the Role of National Human Rights Institutions in the European
Union and Beyond" held in Chisinau, Moldova.
The
Secretary General of the Defender's Office was a speaker at the panel
discussion dedicated to strengthening the role of national ombudsperson and
human rights institutions in the region, considering the existing challenges
and opportunities. Nina Pirumyan presented to the international partners the
main directions and priorities of the activity of the Human Rights Defender'
Office within the scope of both the general mandate of the institution and the
conventional statuses, emphasizing the importance of ensuring the necessary
resources for the proper functioning of the institution.
Reference
was also made to the involvement of the Defender's institution as an independent
and impartial monitoring mechanism in discussions aimed at strengthening human
rights and the supremacy of law within the framework of the RA-EU partnership.
It was especially emphasized that in those discussions, the proposals of the
Defender's institution aimed at improving the state of human rights protection
are considered as objective and reliable information to assess the state of the
fulfillment of the state's obligations in the context of the protection of
fundamental human rights and freedoms.
The
Secretary General separately referred to the importance of ensuring a safe and
constructive environment for national ombudsperson and human rights
institutions, emphasizing the 2024 report of the European Network of National
Human Rights Institutions (ENNHRI) on the state of the rule of law in Europe,
in which the Office of the Human Rights Defender of Armenia was classified to
the number of institutions under threat, and the campaigns against the Human
Rights Defender were considered to be of an organized nature. As a priority and
challenge of the Defender's Office, a special reference was made to the
fact-finding activities of the Defender's Office and its results, emphasizing
the humanitarian crisis created as a result of forcible displacement in
September 2023 and its consequences.
