On September 11, The Human Rights Defender Ms. Anahit
Manasyan participated in the opening ceremony of two newly reconstructed
buildings of "Abovyan" penitentiary institution.
As a result of the conducted work, the building of the
women deprived of their liberty, which includes separate cells for pregnant
women and those with children up to 3 years old, has been renovated. Moreover,
the educational center, which includes a gym, library, classrooms, an event
hall, and vocational training rooms equipped with modern furniture and
equipment, has been updated.
The ceremony was attended by the Minister of Justice of
Armenia Mr. Grigor Minasyan, Head of the Penitentiary Service of the Ministry
of Internal Affairs of Armenia Mr. Ambakum Grigoryan and Head of the EU
Delegation to Armenia His Excellency Mr. Vasilis Maragos.
During her speech, Ms. Anahit Manasyan noted that issues
related to the rights of persons deprived of their liberty are under her direct
attention.
"It is important to guarantee all the rights of
persons deprived of their liberty, including by ensuring the various services
available to them, and the appropriate level of their living conditions in
accordance with international standards. The non-guaranteeing of these
circumstances often leads to various problems, either from the point of view of
degrading treatment, or it can lead to other violations of rights, for example,
issues related to education, women's rights, the rights of pregnant women and women
caring for children under the age of 3. We have not only registered those
problems, but we are constantly highlighting them in different formats,"
stated the Defender.
After the opening ceremony, the attendees toured the
renovated buildings of the penitentiary institutions, and got acquainted with
the new conditions.
