recent months, the study initiated based on complaints addressed to the Human
Rights Defender, calls received on the hotline, and publications on social
networks and mass media reveals that issues such as frequent cuts in
electricity and water supply, as well as excessive noise from loud music at
public catering and entertainment venues across various settlements in the
Republic of Armenia, have worsened. Additionally, problems related to noise
from construction work have also intensified.
In
this context, it is particularly concerning that the issues highlighted by the
Defender for an extended period, which have led to significant negative
consequences, remain unresolved.
It
should be noted that the state has clear responsibilities in these areas, both
in terms of developing appropriate structures to address these problems and
ensuring their consistent implementation.
