Based on media and social platform monitoring, as well as complaints received regarding the planned demolition of the high-rise building at 5/1 Paruyr Sevak Street in Yerevan through explosion, the Human Rights Defender has instructed the Office to immediately initiate an investigation procedure.
Following the Defender's instruction, communication has been established with the relevant state and local self-government bodies, the residents of neighboring buildings, and the representative of the company responsible for the demolition activities.
The Office of the Human Rights Defender is currently reviewing the available facts related to the issue and the legal acts regulating the sector.
The Human Rights Defender expresses concern that the residents have not been properly informed about the process, which is a frequent occurrence in similar situations and does not align with international standards.
Taking into account the concerns of the residents, the conflicting interpretations and ambiguities of the legal acts regulating the sector, the potential serious consequences of the explosion, as well as from the viewpoint of various human rights, and the state's specific positive obligations in this field, the Defender emphasizes that the state must ensure the proper organization of the process and prevent any potential human rights violations in this context.
From this perspective, the Defender also highlights the necessity of further regulating the legal relations in the sector and improving the existing regulations.
The issue remains under the direct attention of the Human Rights Defender. Discussions are ongoing with the relevant state and local self-government bodies to find a solution that complies with human rights standards.
