Human
Rights Defender Anahit Manasyan, accompanied by representatives of the Office,
conducted a visit to the "Reception Center" State Non-Profit
Organization (SNPO) of the Ministry of Internal Affairs of the Republic of
Armenia on July 10.
During
the visit, the compliance of the life support conditions provided at the
Reception Center with the standards of international and domestic legislation
was studied, sanitary condition, food, bed linen, personal hygiene products,
issues related to the provision of clothing and shoes. Private interviews were
held with asylum seekers living in the Reception Center, including children, as
well as with Reception Center staff.
Problems
were noted during the visit, which, among others, refer to common use areas,
including the sanitary and hygienic condition of the kitchen and bathrooms. The
conditions in the Reception Center building are not adapted for people with
disabilities.
Systemic
problems have been documented in providing adequate education and care for
unaccompanied asylum seekers and children separated from their families, for
the solution of which the state needs to implement effective mechanisms.
Despite
the steps taken by the competent authority, it is very disturbing that there
are still unresolved problems caused by sewage leakage from neighboring
buildings, in relation to which the Defender appealed to the relevant body with
the request to take urgent measures.
It
was recorded that there is no Arabic language specialist in the Reception
Center, in such conditions that the majority of asylum seekers living in the
Reception Center are Arabic speakers.
The
management of the Reception Center also raised the issue of ensuring the safety
of the Reception Center indicating the necessity of introducing a specialized
service.
During
private interviews, the right to apply to the Human Rights Defender and the
powers of the Defender were explained to the people living in the Reception
Center, the issues raised by individuals were discussed in detail.
Anahit
Manasyan also visited the "Dormitory" SNCO. A tour of the area was
conducted, the living conditions of the residents were studied, private
conversations took place with them and all the problems raised by the residents
of SNCO have been recorded.
The
results of the visit will be summarized and in connection with the recorded
problems, letters will be sent to the competent authorities with the request
and recommendations to take appropriate measures.
