The Human Rights Defender demanded clarifications from
the RA Police and the General Prosecutor's Office in connection with the
incident that occurred between citizens and the police on Azatutyan Avenue in
Yerevan on July 8.
As a result of monitoring of mass media and social
platforms, information was obtained that the residents of Azatutyun 12/2
building expressed their complaint regarding the new building being constructed
in their yard. There was an incident between the latter and the police, as a
result of which 4 people were transferred to the Police Department based on the
Article 182 of the RA Code of Administrative Offences (Failure to Comply with
the Legal Requirement of a Police Officer).
On behalf of the Defender, an investigation procedure has
been initiated in connection with this case in order to clarify the problems
raised by citizens, including the details of the incident and the grounds for
the administrative arrest of persons. It was found that 4 persons who were
transferred to the Police were released, one of them also filed a crime report
about the use of disproportionate force against him by a police officer and
causing him bodily harm. In connection with the above, a complaint was also
submitted to the Defender’s Staff.
Relevant clarifications on other issues raised by
residents in connection with the construction of the building will also be
required from the Yerevan Municipality.
