The
Human Rights Defender, as a National Preventive Mechanism, organized a two-day
training course dedicated to the Day in Support of Victims of Torture on June
28-29 in Aghveran.
The
training was attended by representatives from the RA General Prosecutor’s
Office, Investigative Committee, Ministries of Health, Labor and Social
Affairs, and Internal Affairs, Criminal Executive Service, “Penitentiary
Medical Centre” SNCO.
Coordinator
of the implementation of the National Preventive Mechanism - Head of the Torture
and Ill-Treatment Prevention Department of the Staff of the Human Rights
Defender – Laura Gasparyan, made an introductory speech. The latter emphasized
the effective cooperation formed with the state authorities and their continual
trainings in the said turn, which contribute for highlighting the existing
problems in the field of prevention of torture and finding ways to solve them
through joint efforts. During the seminar, the existing problems in the field
and the process of their proper addressing according to departments were
discussed.
In
particular, the mandate and functions of the National Preventive Mechanism were
touched upon, the concept of torture in the domestic legal system and
international documents, international documents in the field of torture
prevention, criteria of the European Convention for the Prevention of Torture
and Inhuman or Degrading Treatment or Punishment, ECHR judgements of a field,
undesirable treatment, implementation of special measures and physical power,
other measures of deterrence and coercion, the initial medical examination of
persons upon admission to places of deprivation of liberty as an important
component of the prevention of abuse, handling hunger strikes cases, etc.
The
training course was organized with the support of UNDP within the framework of
the “Resistance for All” project funded by the Ministry of Foreign Affairs of
Norway.
