On June 26, the Human Rights Defender, as a National
Preventive Mechanism, organized a training course dedicated to the
International Day in Support of Victims of Torture, with the participation of
representatives of competent state authorities.
Welcoming the guests, the Human Rights Defender Ms.
Anahit Manasyan highlighted the importance of holding meetings in this format,
organizing interdepartmental events from the viewpoint of raising the issues,
discussing them jointly, and finding solutions in the future. In this context,
the Defender specially emphasized the importance of the joint commitment to
unite efforts and overcome all the problems in the field.
"The prevention of all forms of torture and
ill-treatment should be a daily concern for all of us. Despite the steps taken
by the state, we regularly receive alarming calls about violence and torture.
The work carried out in that direction, the support provided to the victims of
torture, the investigation carried out in these cases should be the result of
everyday activities," said Ms. Manasyan.
According to the Defender, the current issues in the
field should be properly addressed, and a proper investigation should be
carried out in torture cases, taking into consideration the peculiarities of
the investigation of the mentioned cases. It is extremely important that our
state has proper structures to support victims of torture.
Ms. Laura Gasparyan, the Coordinator of the National
Preventive Mechanism Implementation - Head of Department for Prevention of
Torture and Ill-Treatment also made an opening speech. Ms. Gasparyan emphasized
the effective cooperation formed with the state bodies and their continuous
trainings in the sphere.
During the workshop, the mandate and functions of the
National Preventive Mechanism, the concept of torture in the domestic legal
system and international documents, CPT (European Committee for the Prevention
of Torture and Inhuman or Degrading Treatment or Punishment) standards, ECtHR
judgments in the sphere, involuntary treatment, use of special measures and
other means of physical force, restraint and coercion, primary medical
examination of persons upon admission to places of deprivation of liberty as an
important component of prevention of ill-treatment were discussed.
During the discussion, the representatives of the
competent bodies raised the most frequently encountered problems, and discussed
the ways of solving them.
The training course was organized with UNDP support
within the framework of the "Resilience for All” project financed by the
Ministry of Foreign Affairs of Norway.
