Protection
of the rights of persons deprived of liberty is one of the important directions
of activity of the Human Rights Defender as a National Preventive Mechanism.
Within
the scope of this activity, the representatives of the Defender made monitoring
visits, throughout the year, to Police stations, places of arrest and a number
of other closed institutions. Registered issues were regularly raised and
proposals for their solution were presented to the competent state authorities,
as well as summarized in the annual report of the National Preventive Mechanism
of the Human Rights Defender. In this context, the Human Rights Defender, inter
alia, has registered problems related to the prevention of self-inflicted
injuries and suicides.
Taking
into consideration the above-mentioned, it is imperative to:

establish appropriate structures for assessing the risks of suicide or
self-harm of a person deprived of liberty in the places of arrest,
• to
conduct trainings for the staff of the places of arrest on proper response to
cases of suicide or self-harm, including taking the necessary measures aimed at
their prevention,
•
organize periodic trainings on the development of the capacity to provide first
aid for the staff of places of arrest.
We
would like to underline that during the monitoring visits, the state of
ensuring the rights of persons deprived of liberty, the registration books and
other necessary documents, sanitary and storage conditions, firefighting
systems, working conditions of police officers, etc. became the subject of
analysis.
The
Human Rights Defender will be attentive regarding the solution of the
registered problems.
