As a
result of monitoring the media and social media platforms, information was
registered that a clash between citizens and Police officers took place near
the building of the Ministry of Foreign Affairs. The Human Rights Defender Ms.
Anahit Manasyan condemns the incident and urges both the representatives of the
law enforcement agencies and the participants of the protest to refrain from
any attempt to escalate the situation.
The
Defender underlines that the use of disproportionate force by Police officers
is not permissible under any circumstances. The use of force is possible only
in the presence of grounds established by law, in compliance with the standards
of proportionality. At the same time, the organizers and participants of the
protest, in turn, bear the responsibility to ensure the peaceful course of the
protest, and must show restraint and observe the requirements set by the
legislation.
The
Human Rights Defender once again urges the competent state bodies, and the
organizers and participants of the protest to ensure the peaceful course of the
protest, and the existing legal standards in the field.
