In
response to the inquiries addressed to the Human Rights Defender, we consider
it necessary to inform that a discussion procedure was initiated in the case of
Marieta Khachatryan, a person detained in the "Abovyan" Penitentiary,
as early as January 19, 2024, based on the alert received on the Defender's
hotline. Letters were addressed to the Ministry of Health and the General
Prosecutor's Office with the request to receive clarifications.
On
January 26, representatives of the Defender visited the "Erebuni"
medical center and had a private conversation with Marieta Khachatryan. Then, 2
more visits were made to "Abovyan" penitentiary, on February 29 and
March 5, in order to see Marieta Khachatryan. As a result of the visits, verbal
discussions took place with the administration of the Penitentiary and the
competent official of the Ministry of Health, after which Marieta Khachatryan
was transferred to the "St. Grigor Lusavorich" medical center. On the
same day, a letter was addressed to the Ministry of Health with the request to
receive clarifications regarding her state of health.
The
representatives of the Human Rights Defender are in constant contact with the
mother of Marieta Khachatryan, as well as with the competent representatives of
the administration of the Penitentiary, as well as "Hospital for the
Convicted" Criminal-Executive institution and other responsible
departments.
It
should also be noted that the Office of the Human Rights Defender received
applications regarding Marieta Khachatryan since 2023 and the discussion
procedure continues.
