On
November 29, the Committee of Ministers of the Council of Europe elected the
Human Rights Defender of Armenia Ms. Anahit Manasyan as a member of the
European Committee for the Prevention of Torture and Inhuman or Degrading
Treatment or Punishment (CPT).
The
CPT was set up under Council of Europe’s European Convention for the Prevention
of Torture and Inhuman or Degrading Treatment or Punishment, which came into
force in 1989.
It
operates in the member States of the Council of Europe. The Committee is made
up of independent
and impartial experts, such as lawyers, medical doctors, psychologists, and
other specialists.
The
Committee members visit places of deprivation of liberty in the member states
of the Council of Europe, which include penitentiaries, police departments,
detention facilities, psychiatric institutions, social care institutions,
migration centers, etc. CPT delegations enjoy the right to unrestricted visits
and unimpeded access to places of deprivation of liberty. They can have private
interviews with persons deprived of their liberty, and communicate freely with
any person who can provide the necessary information.
The
term of Ms. Manasyan is from December 20, 2023 to December 19, 2027.
