The
Human Rights Defender Anahit Manasyan made an opening speech at the discussion
on the fight against ill-treatment in the armed forces and the involvement of
women in the armed forces organized at the Military academy named after Vazgen
Sargsyan, MoD RA within the framework of the events dedicated to the
International Human Rights Day on December 12.
The
event was initiated by the Council of Europe and the Ministry of Defense. The
Defender Anahit Manasyan, Deputy Minister of Defense Arman Sargsyan and Deputy
Head of the Council of Europe Office in Yerevan Maxime Longangue made opening
remarks.
Welcoming
the discussion participants, Anahit Manasyan congratulated on the International
Human Rights Day and the 75th anniversary of the adoption of the Universal
Declaration of Human Rights. In this context, the Defender emphasized that it
is impossible to have normal social relations in the modern world, if they are
not built on rights-based approaches, equality and dignity.
"The
protection of human rights and rights-based ideas are of exceptional importance
from the viewpoint of the armed forces. Like any system, armed forces can
function properly and effectively based solely on legitimate values. Otherwise,
it is impossible to have a harmonious and tolerant environment, and the absence
of such an environment leads to many illegal and negative phenomena. In this
context, I emphasize our cooperation with the Ministry of Defense. Thanks to
that cooperation, a number of issues get quick solutions," stated Anahit
Manasyan.
At
the same time, the Defender spoke about the problems existing in the armed
forces, noted that they should receive systemic solutions, emphasizing the
importance of guaranteeing the supremacy of human rights in that process.
Within
the framework of the event, Lilian Apostol, an expert invited by the Council of
Europe, presented the international standards, the best practices of the
Council of Europe countries, lessons learned, examples of case law of the
European Court of Human Rights.

Human Rights Defender Anahit Manasyan.
