Each
year on December 3rd, the International Day of Persons with Disabilities is
celebrated all over the world.
As an official monitoring the implementation
of the provisions of the United Nations Convention on the Rights of Persons
with Disabilities (CRPD), as well as the prevention and protection of
violations of the rights of persons with disabilities, I would like to remind
the state's commitment to ensure, protect and support persons with disabilities
in exercising human rights and fundamental freedoms equally with other people,
ensuring respect for their dignity.
Despite
the measures undertaken by the state, persons with disabilities continue to
face many obstacles and problems in exercising their rights, which were raised
by the Human Rights Defender in reports, statements, during various
international and domestic meetings, recorded and addressed to the competent
state authorities.
I
reaffirm the position that guaranteeing the rights of persons with disabilities
should be based on the principles of respect for their dignity, opportunities
for development, inclusion in public life on equal terms with others,
independence and autonomy in the decision-making process, and environmental
accessibility. State competent bodies should be guided by the understanding
that guaranteeing the rights of persons with disabilities is a constitutional
obligation of the state that has no alternative.
Using
the advice of the day, I would like to remind once again of our collective
responsibility to ensure the protection of the rights of persons with
disabilities.
