The
Human rights Defender Anahit Manasyan participated in a panel discussion within
the framework of the international conference entitled "Modern imperatives
of human rights protection in the globalized world".
Welcoming
the participants, the Defender highlighted the importance of holding such
events, as there is an opportunity to talk about the challenges in the human
rights protection system.
In
the discussion on the prevention of genocide and ethnic cleansing, the Defender
presented issues related to the rights of forcibly displaced persons from
Nagorno Karabakh, the details of the work carried out by the Human Rights
Defender in this regard were presented.
Anahit
Manasyan made a special reference to the fact-finding activities conducted by
herself and the staff of the Human Rights Defender’s Office with forcibly
displaced people from Nagorno-Karabakh, during which they received information
about the death, torture, disrespect of bodies, mutilation and ill-treatment of
civilians as a result of the Azerbaijani aggression, as well as other cases
prohibited by international law.
"As
the Human Rights Defender, I immediately got involved in the process of
protecting the rights of forcibly displaced people. Personally me and the staff
went to Goris, Kornidzor and Vayk, and conducted fact-finding activities on the
spot. During that time, we talked with hundreds of people. During the
fact-finding activities, we pursued two goals: to carry out monitoring and to
identify the problems related to guaranteeing the rights of the mentioned
persons in the Republic of Armenia. The next important goal was to identify the
victims of torture and other forms of ill-treatment and to guarantee the
implementation of proper structures for the protection of their rights. One
thing was obvious to me: as a result of Azerbaijani actions, the fundamental
rights of ethnic Armenians have been violated," the Defender stated.
Anahit
Manasyan especially emphasized that the collected information was included in
the ad hoc report of the Human Rights Defender.
"The
report with the confidential section proving the authenticity of the
information was submitted to international organizations and actors with a
mandate to protect human rights. It is of utmost importance for international
structures with a mandate to protect human rights to prioritize fundamental
human rights in solving problems, as no political and territorial circumstances
can prevail over the values related to human rights," emphasized A.
Manasyan.
It
should be noted that the goal of the international conference organized jointly
with the European University of Armenia and the International Educational and
Research Alliance is to contribute to the raising and formation of ways to
overcome the issues of human rights protection and the issues of genocide and
ethnic cleansing. Representatives of international organizations, European
educational and research structures and state bodies, scientists, field experts
and researchers acted as speakers.
