The
Human Rights Defender Anahit Manasyan participated in the 14th international
conference of the Global Alliance of National Human Rights Institutions
(GANHRI) in Copenhagen from November 6 to 8.
This
year it was held under the title of "Torture and other ill-treatment: The
role of national human rights institutions". Nina Pirumyan, the Secretary
General of the Defender's Office, also participated in the conference.
The
aim of the international conference was to explore and identify the roles and
challenges of states and human rights institutions in combating and preventing
the risks and root causes of torture and other forms of ill-treatment.
Issues
related to the role of national human rights institutions in the mentioned
matters were discussed. Experience was exchanged within the framework of the
conference, emphasizing the importance of uniting efforts in the fight against
human rights violations.
Anahit
Manasyan presented to the international partners the experience of the Human
Rights Defender as a national preventive mechanism in the Republic of Armenia.
Reference was made to the work of the Public Council adjunct to the Defender
and the cooperation with civil society organizations dealing with issues
related to torture and other forms of ill-treatment. The importance of
protecting various vulnerable groups from the above-mentioned phenomena was
also emphasized.
During
private discussions, the Defender presented issues related to specific mechanisms
for identifying, addressing torture and other forms of ill-treatment and
guaranteeing the rights in case of forcibly displaced persons, emphasizing the
importance of the issue in the context of the recent developments in the forced
displacement of persons from Nagorno-Karabakh to Armenia. In that context, the
problems raised within the framework of the fact-finding activities conducted by
the Defender were emphasized.
The
Defender reached a number of agreements on further cooperation with partners
who are members of the Global Alliance of National Human Rights Institutions
and expressed readiness to engage in new initiatives related to the protection
of human rights.
