On
November 3, the Human Rights Defender Anahit Manasyan participated in the
workshop organized by the "Constitutional Justice Platform'' implemented
by the Armenia Justice Sector Support Project (JSSP) of the USAID. The goal of
the joint event of the US Agency for International Development, the Office of
the Human Rights Defender and the Constitutional Court was to develop the
capabilities of the staff of the Human Rights Defender and the Constitutional
Court, as well as to create a platform for effective discussions in order to
promote further cooperation. The Human Rights Defender Anahit Manasyan, the
President of the Constitutional Court Arman Dilanyan and the Chief of Party at
the USAID/Armenia Justice Sector Support Project Mark Lassman made opening
remarks of the event.
In
her opening speech, Anahit Manasyan emphasized that constitutional justice is
of exceptional importance from the point of view of human rights protection.
"It is very important to be able to protect human rights through the
constitutional justice system with exceptional professionalism and quality,
which is possible only through dialogue formed as a result of such
initiatives," said Anahit Manasyan in her opening speech. Anahit Manasyan
also emphasized her commitment to improve the practice of implementing the CC
decisions based on the HRDO's applications, because only submitting quality
applications and having acts are not enough, the practice of implementing these
acts is essential.
As
speakers, Anahit Manasyan and Constitutional Court judge Edgar Shatiryan
answered the questions of the representatives of both institutions. Within the
framework of the workshop, a special reference was made to the procedure,
features and practical issues of applying to the Constitutional Court by the
Human Rights Defender, the requirements submitted to these applications and
their admissibility criteria. At the end of the workshop, the speakers
expressed confidence that both the dialogue and the platform will be
continuous, as a result the interaction of the institutions will become more
effective.
