On
October 5, the representatives of the Department for Prevention of Torture and
Ill-treatment of the Human Rights Defender's Office paid an unannounced visit
to the "Avan" mental health center on the instructions of the Human
Rights Defender.
Private
conversations were held with forcibly displaced persons from Nagorno Karabakh,
as well as with other patients in mental health centers. The state of ensuring
their rights, the conditions of detention, and their compliance with the
established requirements were examined. Forcibly displaced persons from
Nagorno-Karabakh have raised questions encompassing issues related to access to
clothing, medical and personal documents, as well as pensions and benefit
payments.
At
the same time, they expressed their gratitude for the considerate treatment
received from the medical staff. The representatives of the Defender engaged in
discussions with the management of the mental health center to address the
identified issues comprehensively.
A
detailed summary of the encountered problems with the proposals aimed at their
resolution, will be presented to the competent authorities with the relevant
analysis.
