On
the night of August 30-31, a lawyer reported to the hotline of the Human Rights
Defender’s office an incident of violence perpetrated against a citizen in the
Shengavit Police Department.
On
the instructions of the Human Rights Defender, the rapid response group
immediately visited the aforementioned department in order to get acquainted
with the situation on the spot. It was ascertained that the person was
transferred to "Erebuni" medical center in order to receive medical
assistance. It was also found out that the mentioned person was arrested within
the framework of the criminal proceedings initiated after receiving medical aid
and was taken to the detention center in Yerevan.
Today,
on September 1, the representatives of the Human Rights Defender’s office also
visited the detention center. A private interview was held with the person
deprived of liberty, as well as the medical and other documents were studied.
The official report submitted by the police of the Ministry of Internal Affairs
regarding this incident was also taken into account. At the same time, on the
own initiative of the Defender, a discussion procedure has been started, within
the framework of which appropriate letters will be sent to the competent state
bodies with the request to submit clarifications. The Human Rights Defender
emphasizes once again that any manifestation of violence is highly condemnable,
and the competent state bodies are obliged to carry out a proper investigation
on each specific case, including the legality of the actions of the police
officers. Issues related to the protection of the rights of a person deprived
of liberty, including conducting an objective, comprehensive and complete
examination, are under the direct attention of the Defender.
