Today,
on July 27, on the initiative of the Human Rights Defender Anahit Manasyan a
working discussion was held regarding the problems recorded as a result of the
visits to "N 34 preschool educational institution of Yerevan" and
"Dzorak" care center for people with mental health problems.
Deputy
Minister of Labor and Social Affairs Ruben Sargsyan and other representatives
of the Ministry, representatives from the Ministry of Education, Science,
Culture and Sports, Ministry of Health, Yerevan Municipality, Arabkir
Administrative District Staff, Health and Labor Inspection Body of the RA,
Education Inspectorate and Urban Development Committee participated.
The
basis for organizing the meeting was the unannounced visits to the mental
health center and the kindergarten by the Defender and HRD staff, during which
problems were recorded, particularly related to the incompatibility of the
mental health center and the kindergarten being located in one place.
By
welcoming the guests, the Defender emphasized the importance of holding the
meeting, because any issue related to the protection of the rights of both
children and representatives of vulnerable groups requires an urgent solution.
"In
order to get acquainted with the situation on the spot, we visited the
"Dzorak" center back in May. In June, we made two more unannounced
visits. We have recorded various problems, which have been sent to competent
state authorities with proposals for solutions. I would like to state that it
is incompatible to have a kindergarten and a care center at the same place. In
order to find options for solving problems, it is necessary to create a culture
of cooperation," stated the Defender.
At
the same time, Anahit Manasyan emphasized that it is necessary to take urgent
steps to create a safe and secure environment for children, as well as a
favorable environment for the development of physical and mental health.
Issues
related to the protection of the rights of the beneficiaries of the care center
and kindergarten, as well as the residents of the adjacent houses, were
highlighted within the discussion. In this context, the importance of ensuring
a secure environment was emphasized, excluding the violation of the rights of
any of the parties.
At
the end of the discussion, the Defender thanked the guests for their
participation and noted that the opinions expressed during the meeting will be
studied and discussed with the relevant state bodies.
