Today,
on July 20, a meeting-discussion was held with Mr. Armen Harutyunyan, a judge
of the European Court of Human Rights, on the initiative of the Human Rights
Defender Ms. Anahit Manasyan.
Representatives
of the Human Rights Defender’s Office, and various divisions of the Police of
the Ministry of Internal Affairs participated in the meeting-discussion.
The
discussion was themed "ECtHR case law in the context of guaranteeing the
right to freedom of assembly: The presentation of international legal standards
and domestic issues", and included a question-and-answer format.
Welcoming
the guests, Ms. Manasyan emphasized the professional experience of Mr.
Harutyunyan in this field, taking also into consideration the fact that he was
the Human Rights Defender of Armenia during 2006-2011. The Defender also
emphasized that similar meetings are very important from the viewpoint of the
development of capacities of the Defender’s Office, and the representatives of
competent state bodies, the formation of high legal culture, and the
development of a methodology of addressing raised issues.
Mr.
Armen Harutyunyan referred to a number of issues raised during the discussion,
within the context of ECtHR case law, emphasized the importance of cooperation
between the Human Rights Defender’s Office, and the Police of the Ministry of
Internal Affairs to guarantee the realization of the right to freely organize
and participate in assemblies. In this context, Ms. Manasyan highlighted the
importance of cooperation with the Police, noting that the problems registered
and raised by the Defender’s Office can be an important stimulus for improving
the practice.
During
the meeting, specific attention was paid to the problems of the use of
disproportionate force, and international standards related to the field were
discussed.
Concluding
the meeting-discussion, the Defender expressed her gratitude to Mr. Armen
Harutyunyan for his participation in the interesting and effective meeting. The
Defender also expressed her readiness to continuously organize meetings in this
format.
