Today,
on July 17, the Human Rights Defender Ms. Anahit Manasyan visited the
Republican Recruitment Centre of the Ministry of Defense
The
visit was carried out jointly with Mr. Andranik Kocharyan, the Chairman of the
Standing Committee on Defense and Security of the National Assembly. The
purpose of the visit was to observe the process of the summer conscription in
situ, raise the relevant issues, and to hold conversation with the staff and
conscripts.
"As
bodies exercising external oversight over the Armed Forces, we have the
opportunity to resolve issues related to the protection of human rights in the
Armed Forces. In this context, I emphasize the effective cooperation formed
with the Standing Committee on Defense and Security” stated Ms. Manasyan.
A
tour of the Recruitment Centre was conducted with the Head of the Conscription
and mobilization service of the Ministry of Defense of Armenia, and the
management staff of the Republican Recruitment Centre, and special attention
was paid to the conditions of the organization of the conscription, to the reception
of the conscripts, to the acceptance and registration process, as well as the
lottery for determining the locations of military service.
Ms.
Manasyan paid special attention to the activities conducted by the medical
commission, and the process of medical examinations of conscripts, and
discussed issues related to the process and methods of examination of
conscripts with the staff, registering the issues raised by the medical staff,
and their suggestions.
During
the private interviews conducted with the conscripts, the Defender discussed
issues related to their health, referred to their moral and psychological
state, and issues of concern to the conscripts.
The
Defender wished a safe and peaceful service to the conscripts, and stated that
issues related to their rights are under her immediate attention. Ms. Manasyan
also addressed the parents following the lottery process of their children
live, and assured them that the response of the Defender and the Defender’s
Office will be prompt in case issues and problems arise.
The
results of the visit are summarized, and recommendations will be presented to
the relevant state bodies.A
