On the basis of the issues recorded in Armash Health
Center Named After Academician A. Hayrian by the Human Rights
Defender, an administrative proceeding
was initiated by the Health and Labor Inspection body of the
RA.
In particular, theissues such as the conditions of detention of persons, the state of
ensuring their rights, medical care, service issues, etc. recorded by the employees and experts of the
Division of National
Preventive Mechanism of the Human Rights Defender’s
office during the unannounced visit on April 20 were
the bases for initiating the proceedings.
As a result of the studies carried out by the
professional group of the medical care and service control, drug circulation
control, hygienic and sanitary control departments of the inspection body, the
problems recorded by the Human Rights Defender were reaffirmed, and appropriate
orders were issued to eliminate them.
The Ministry of Health has sent relevant proposals to the
Regional Administration of
Ararat in order to resolve the problems
raised in "Armash Health Center named after Academician A. Hayriyan”, to improve the living conditions of people with mental
health problems, their rights and freedoms.
The results of the unannounced visit to Armash Health
Center named after Academician A. Hayriyan by the employees and experts of the Division of National
Preventive Mechanism of the Human Rights Defender’s Office
were summarized, together with the solution proposals,
they were presented to the Ministry of Health and other competent bodies.
The Human Rights Defender emphasizes the effective
cooperation formed with the relevant state authorities in this field, as a result of which a
number of problems raised by the Defender receive an appropriate solution.
The Defender
will be consistent in solving the recorded issues.
