In
recent days, the Human Rights Defender's office has received complaints and
alerts regarding cases of apparent violence against individuals by law
enforcement agencies. Complaint discussion procedures have been initiated.
The
examinations carried out by the Defender’s office on the mentioned cases, the
private conversations held with citizens and the issues raised contain
concerning information about the apparent manifestations of violence and the
use of excessive force.
It
will be possible to fully summarize the final position and the results after
receiving relevant clarifications from the competent state bodies in accordance
with the law of the Republic of Armenia "On Human Rights Defender".
Simultaneously,
the Human Rights Defender emphasizes that any manifestation of violence is
highly unacceptable and condemnable. Acknowledging this fact holds paramount
significance for every member of a law enforcement agency.
All
officers of law enforcement agencies must demonstrate appropriate and legal
behavior while performing their official duties, respecting the dignity of
citizens, including persons deprived of their liberty, and guaranteeing the
realization of their basic rights.
The
actions of law enforcement bodies must be proportionate, the use of physical
force or special measures must be legally justified and can be used only in
strict accordance with the specific situation.
