Within
the framework of monitoring, the conditions of keeping persons in the
institution, the state of ensuring their rights, their compliance with the
established requirements, as well as the necessary documents were studied.
During
the visit, the employees of the mental health institution cooperated
effectively with the Defender's representatives, and there were no obstacles to
their work during the visit.
It
should be emphasized that compared to the previous visit, positive changes were
recorded in the institution, in particular, bathrooms were built and repaired,
and the practice of managing medical documents was improved.
Simultaneously,
the visit identified the following issues:
• The
institution is overcrowded, the living area necessary for the personal space of
the medical patients is not preserved, there are beds placed very close to each
other in the rooms,
• the
building is in need of repair, room conditions are not normal, the bedding is worn,
there is a lack of wardrobes and cupboards,
•
expired medication was found,
•
violations of the procedure for using antipsychotic medications were recorded,
for example, the necessity of using a medication was not substantiated in the
history of the disease,
• the
patients mostly wore old clothes,
•
problems related to personalization of clothing were recorded. After washing,
non-personalized clothing was randomly distributed to the patients,
•
problems related to the organization of bathing for medical patients were
recorded,
•
there is a need to provide employment to the patients,
•
there is a need for training of medical and non-medical personnel of the
institution,
•
there are problems related to the provision of psychological support to medical
patients,
• the
working conditions of the employees are insufficient,
• it
was not possible to call the hotline numbers of the Human Rights Defender’s
office and other competent state bodies from the only payphone of the institution
etc.
The
representatives of the Defender discussed the recorded problems with the
management of the institution.
The
problems will be summarized and the document reflecting them, together with the
proposals aimed at solving the recorded problems, will be presented to the
competent bodies.
It is
important to keep in mind that the protection of human rights is a
comprehensive process, which implies guaranteeing the rights of all
participants in the process, ensuring dignified treatment, labor and social
guarantees for each of them, and establishing relationships guaranteeing mutual
respect. In that context, it is also important that decent working conditions
and social guarantees, including wages, for employees of the institutions are
continuously improved.
