The representative of the Human Rights Defender’s Office participated in the high-level meeting of representatives of the national human rights institutions on the relationship between artificial intelligence and human rights organized by Ms. Dunja Mijatović, Council of Europe Commissioner for Human Rights, in the Netherlands.
On 30 – 31 March, Ms. Anna Karapetyan, Head of International Cooperation Department, took part in the high-level meeting of representatives of the national human rights institutions on the relationship between artificial intelligence and human rights organized by Ms. Dunja Mijatović, Council of Europe Commissioner for Human Rights, in the Netherlands. More than 30 heads and senior representatives of national human rights institutions and equality bodies of Council of Europe member states participated in the meeting.
The meeting aimed to discuss the experiences, challenges and promising practices of national human rights institutions with respect to the implementation of Commissioner’s 2019 Recommendation ‘Unboxing AI – 10 steps to protect human rights’.
During the exchange of views, Ms. Dunja Mijatović emphasized the significant impact of AI system on living environments and the way we exercise human rights, posing threats among others to privacy, equality and access to justice, and stressed importance of mandate of national human rights institutions to ensure that people’s human rights are safeguarded throughout these innovation processes.
Participants underlined the need for more comprehensive and human rights-based approaches to the use of AI and stressed important challenges in terms of transparency and access to information about the use of automated decision-making systems.
At the end of the meeting, the Commissioner for Human Rights stated that AI design, development and deployment must be supervised through one or more authorities that are fully independent and adequately resourced. In this process, the cooperation of the above-mentioned bodies with national human rights institutions was highly emphasized.
Ms. Anna Karapetyan hold a private conversation with Ms. Dunja Mijatović, CoE Commissioner for Human Rights, during which the consequences of the blockade of Lachin Corridor by Azerbaijan, arisen humanitarian issues, as well as the state of human rights protection were discussed.
During the meeting, reference was also made to the selection procedure of the Human Rights Defender and the challenges of the institution in that regard.
