I presented to members of
the European Parliament the status of protection of human rights in the
post-war period, and the urgency to create a demilitarized security zone around
the borders of Armenia.
I substantiated in detail
the grounds for the removal of the Azerbaijani armed servicemen to the
delegation headed by Mr: Loucas Fourlas (Cyprus), a member of the European
Parliament: After the end of the war, Azerbaijani armed servicemen were deployed,
in gross violation of international law, in the vicinity of the villages of
Gegharkunik and Syunik provinces, and on the roads connecting various
communities of Syunik province.
I referred to the
blocking of the Goris-Kapan and Kapan-Chakaten roads in 2021. I drew special
attention to the data of the fact-finding activities conducted by the Office of
the Human Rights Defender, according to which the alternative road is not a
solution, since the security of the people is not guaranteed, and Azerbaijani
armed servicemen keep the road, the civilian population and their houses under
their line of fire.
I have noted that the
real solution of the violations is the removal of the Azerbaijani armed
servicemen from the vicinity of our villages and the roads to guarantee the
rights of the peaceful population. At the basis of the violations are the
policies of Armenophobia and enmity of the Azerbaijani authorities, which has
only deepened after the war.
This statement refers to
all their deployments in the territory of Armenia, and not only the incursions
of March 2021.
this does not imply a
decision on which side controls which territory: That would be decided by a
demarcation and a delimitation process, meanwhile, however, everything should
be done to restore the security and normal life of the people.
I have also presented the
OSCE, the UN, and other international requirements and international
experience, on which this proposal is based.
I have also noted that
the nature of the violations is similar in Artsakh, a fact also confirmed by
the Huma Rights Ombudsman of Artsakh.
At the initiative of the
members of the European Parliament, the issues of the violations of the
internationally guaranteed right to freedom of religion and belief by
Azerbaijan were discussed.
