Today,
the Human Rights Defender of Armenia Mr. Arman Tatoyan hosted Political
Director for Eastern Europe, the Caucasus and Central Asia at the Federal
Foreign Office of Germany Matthias Lüttenberg, and the Ambassador Extraordinary
and Plenipotentiary of Germany to Armenia H.E. Mr. Viktor Richter.
Mr.
Arman Tatoyan presented concrete examples and evidence on the violations of the
rights of the border residents of Armenia by Azerbaijani armed servicemen.
The
Defender noted that since November 2020, Azerbaijani armed servicemen have been
deployed without any legal grounds, in the vicinity of the villages of
Gegharkunik and Syunik provinces, and the roads connecting various communities
in Syunik province. In addition to the daily violations of human rights,
Azerbaijani servicemen are blocking the Goris-Kapan and Kapan-Chakaten roads in
Syunik province. As a result, the villages near the roads have become isolated
and are facing humanitarian crises.
The
alternative road is not a solution, since the right to life of the people and
their security is not guaranteed: The Azerbaijani armed servicemen continue to
be able to monitor civilians and their houses.
Mr.
Arman Tatoyan stressed that they should be removed from the vicinity of
Armenian villages, and in certain cases from the vicinity of the residents’
houses, and from the roads connecting Armenian communities. A demilitarized
security zone should be created.
The
above-mentioned facts are compounded by the state-sponsored policy of
Armenophobia and enmity of the Azerbaijani authorities.
The
Human Rights Defender of Armenia specifically referred to the urgency of the
release of the Armenian captives and their return home. The Defender added that
they were unlawfully being kept in Azerbaijan.
The
Defender also referred to the issues in the judicial system, and stressed the
existence of judges which damage the reputation of the judicial system with
their performance. The solution of the mentioned issues should be reached
through legal methods, and by encouraging independent and impartial judges.
The
Defender also referred to the inadmissible practice of delays in court
proceedings. They noted that there are major trials in which people find
themselves in judicial hassles for years, due to delays in court hearings
without reasonable grounds.
The
protection of women’s rights, and issueless related to the prevention of
domestic violence were also discussed in detail.
